“Keeping the nation healthy is the aim of all civil society”: National Health Project was discussed in Tyumen.

On 20th of August Priority National Project “Healthcare” was discussed at Open Medical Forum “The Tyumen region - is a territory of health” within Plenary Session. Alexander Moor, Acting Governor of the Tyumen region; Natalia A. Shevchik, the first Deputy Governor in the Tyumen region; I. Kulikova, the Director of the Health Department, V. Rein, Vice-Chairman of the Tyumen region Duma; Chief Physicians fr om the city Health facilities and other health care representatives participated in the event.

Priority themes of health care development were being discussed in the frame of seven talking shops in Tyumen. The weaknesses and proposals, which were expressed in the discussions, were presented at the Forum later.

Opening the Forum, Natalia Shevchik, mentioned an agenda is highly relevant. Set National Project tasks are challenging and ambitious, but required. Nowadays, representatives of authorities, health care facilities, social organizations, university communities are working on an integrated and a socially harmonious attitude to life.

Irina Kulikova` report was next. The main idea of her presentation was an improvement of the first medicine stage, wh ere the prevention and detection of cardiovascular and oncology diseases at its early stages were at the forefront.

The specialist told, that all participants of dialog were interested in the issues very much. There were different opinions, approaches and concepts, many controversial points of view. Currently, the functioning of the health care first stage defines how medical society and all the Tyumen region citizens refer to the sphere of health care. It is important for us this element works successfully. How can we achieve a personal interest of own health, reduce oncology diseases and myocardial infarction mortality, which nowadays kill 30% of the working population; how can we tailor the healthcare service to each individual patient? These are big strategic tasks.

Issues of a competent and regular instructions for patients, as well as an interaction between physicians and public organizations and enterprises, were discussed. An important item of the agenda became the issue of a digital technologies introduction in medicine. Information projects, which are already being used together with medical care delivery, really help to save lives. In addition, the issue of professional training in health care system was discussed. Certification and accreditation as new forms of a qualification evaluation of the staff have already been integrated into a working process. An initiative of a state specialist distribution (as it used to be) was launched.

The Heads of leading Tyumen facilities told about medical tourism development perspectives and growth in the healthcare service export.

Aleksander Moor, Acting Governor mentioned that healthcare service requires a special management attention and innovative approaches. The Government has been working hard to make a local part of “Healthcare” National Project. The list of actions, which allows obtaining indicators, defined by the President, has been already clear. The set goals need a hard work. As for Aleksander Moor, the National Project is not a temporary tool; it means existence of specific tasks, which require not only a health community efforts consolidation.

Furthermore, Aleksander Moor informed that the decision on a new regional oncology center building construction had been adopted. In addition, he said about plans for an outpatient oncology centers opening in Tobolsk, Ishim, Zavodoukovsk; told about additional development of an outpatient care centers network, a portable diagnostic system acquirement, about the Tyumen region intention to become a digital transformation competence center of the healthcare sector. Acting Governor mentioned a health-care facility staff should set an example of responsible attitude to own health. Health facilities should have inner health care programs, because health maintenance is the task not only for a professional society but also for patients themselves, public organizations and the civil society as a whole.

Heads of Tyumen Cardiology Research Center were participants at the meeting too: M.Bessonova, Acting Director; T.Sereda, Chief Doctor; V.Smaznov, Deputy Director for economics; I.Saakyan, Head of economic development and medical service Department, N.Shurkevich, Leading Scientific Researcher, Cardiologist of the highest category.

M.Bessonova pointed out such Forums are necessary to hold as often as possible. Today even this breakout meeting was very useful. Issues of regional health care development and patient personal responsibility for own health are still up-to-date. Physicians of our center interact with patients in the most open manner and try to find a personalized approach. Our center has already been an important element in the struggle against cardiovascular diseases in Tyumen region for 33 years. It sets a rhythm due to high level of aid provision, technical equipment, successful logistics, and a well-organized professional team. For instance, the number of lethal outcomes has been significantly reduced because primary coronary balloon angioplasty surgeries in patients with acute myocardial infarction (cardiovascular incidents) are curried out continuously 24 hours a day, 7 days a week. It undoubtedly has a positive impact on demographic indicators in the region.

T. Sereda, Chief Doctor of Tyumen Cardiology Research Center mentioned the specialists of the center took part in two workshops on cardiovascular disease and development of medical tourism issues. She said the main aim of the forum was to set a precise position on Tyumen health care development and the aim was achieved. Our team of physicians and scientists has been actively working according to the May presidential decree. They are aware the direction it should be developed and have a desire to work better and more effectively. Our leading experts and scientific researchers train highly qualified specialists, carry out prevention campaigns, and constantly upgrade the level of medical service. Nowadays, there is no need for Tyumen citizens to go abroad or to capital cities to get a modern cardiac care – all the range of innovative cardiac diagnostic and treatment methods may obtain in Tyumen Cardiology Research Center at the same up-to-date level as in leading European cardiology clinics.
